How to redirect a connection using plink?

there is an example server 1.1.1.1 its login password is 1234
and the second server 2.2.2.2
how to use plink to create a connection on server 2.2.2.2 with open port 8080
so that you can open a page in any browser under connection 2.2.2.2:8080
but in reality there will be a real connection under 1.1.1.1
