How to recover and decrypt the system partition (veracrypt) after reinstalling windows 10 on it?

Hello, I have a 1tb disk. A year ago, it was encrypted with the veracrypt program, and today, as a result of the operation to restore Windows to its original state with saving files, it stopped loading the system ...

It was decided to restore using a bootable USB flash drive, but to no avail. Then I decided to install Windows on top of the entire system in the hope that the files would remain in the cherished folder "windows.old"
But I screwed up ... The system is completely clean I cry
