See how exactly you need to restore. In theory, any normal balanced charger will do if we are talking about a battery. For example, imax B6.
Such charges charge the cells in the battery individually and thus can restore the battery.
It only makes sense to think about the Chinese, since they, although they copy the same Imax B6, do not copy it very well. And the price difference isn't that big.
If it is necessary to restore individual elements, then usually dead Li-Ion elements are poorly restored. Easier to replace.

Spend a lot of time and money in addition, and the result will not please you. You will achieve a much greater effect by buying a new battery right away. "Recoverable" Ni-CD and Ni-MH batteries. The effect of such a procedure is doubtful. More fuss. And Li batteries DO NOT RECOVERY at all! Don't waste your time!!!
