How to record video using on-the-fly encoding on graphics adapter?

I use SimpleScreenRecorder, Kazam, however, the processor is rather weak, and the extra load on the whole core is not always welcome, but the video card is constantly idle. Can I somehow record video using the power of the video card?
AMD Radeon 8650G graphics card that supports AMD APP.
Driver - xf86-video-ati.
I can roll a proprietary one, if it has such a feature ...

I'm not sure if the AMD APP can be used in any way in video stream compression. In general, video cards usually have hardware support for video decoders, not encoders.
