Overlay the Gradient Map, where the dark color is white, and the light color is blue.
In my opinion, the fastest way for such "two-color" repaints.

Create a mask from the color, normalize its contrast, fill the background with blue on a new layer, put another new layer under it - white.
But you don’t know how to use Photoshop, otherwise you wouldn’t ask, because any answer will still be useless for you.
