What I need: the client sends an SMS message to a short number, indicating the information in the following order:
- first line: number,
- second line: text.
After sending, money is deducted from his phone balance and a certain PHP script is executed.

I need the client to be able to send SMS with certain information to the number, and that's it. Then I activate the service myself through a PHP script (regular MySQL entry).

Or you connect to a payment system that allows it. And they charge a percentage for it.
Or negotiate with all mobile operators (and each needs a contribution of a million dollars of the order).
Or create your own telecom operator, connect to the general operator network and set horse tariffs.
Of all the options - only the first one is almost free (only 50-70 percent is not for you).
All others - requires millions (in dollars) of costs to create / connect.
And this is only in addition to the technical costs of creating the appropriate software / server support.
And you also need to rent a short number. It's not free either.
