How to receive important SMS always, regardless of location?

There was an idea to make some kind of device (or service?) On which you can receive SMS and which will always work, wherever I am and which you don’t need to carry with you, but from which you can always read information via the Internet. It is necessary for this, because I have many numbers tied to a local (non-Russian) SIM card (temporary passwords from sites, for example) and when traveling this SIM card must be inserted into the phone, then pulled out when it is not needed and so every time. Moreover, it does not even always work in another country at all. That is, in the whole country this SIM card may not work.
Sending the phone to my parents and then disturbing them every time I need it is not an option. Leaving it at home, constantly plugged in and connected to the Internet is also not an option, although it is better.
I asked the Russian OSS, and none of them support reading and sending SMS completely via the Internet, that is, the SIM card must still be in the phone and the phone must work. And ideally, I want them to be able to be sent and received entirely over the Internet.
I repeat, there are entire countries in which foreign SIM cards do not work, and it happened to me, so it is unreliable to carry this SIM card with you.
So what can you think of? Something to do with Arduino, raspberry pi, but what to make it reliable?

why not an option?
Take the cheapest mobile phone on android + the cheapest unlimited internet + remote control (TeamViewer for example) and plug it in for charging. It's cheaper than Rpi+modem.

If you have access to the Internet, then you can buy a usb modem, insert it into a computer, and remotely go to the computer and read SMS.

There is also a satellite phone option, but as far as I remember, the rates there are very expensive.
