How to read a cookie file from Yandex.Browser?

I found the cookie file from Yandex.Browser at this address:

C:\Users\Пользователь\AppData\Local\Yandex\YandexBrowser\User Data\Default\Cookies (файл)

I open it, and there is this:

Perhaps someone had experience how to bring the file into a readable format after all?
