How to read a cookie file?

Hi all.
In short, I would like to understand how and how the cookie is encrypted in the AppData of the Opera browser (they have the same platform with Chrome, so almost the same as Chrome).
There are many files in the C:\Users\(MyUserName)\AppData\Roaming\Opera Software\Opera Stable directory, but the most important ones in my opinion are cookies and cookies-journal. The fact is that when you open them with a regular notepad, nothing works ... scribbles alone.
Question one: how to open them normally to read?
