How to reach the external tele2 address?

Good evening, please tell me if there is any possibility (preferably free) to reach the external IP of tele2. The fact is that I have a certain object where there is video surveillance. There it catches only tele2, there are no providers. I somehow need to view the cameras from the outside. Tele2 gives out some kind of address, but it is not valid for an external address, it does not ping, it does not connect (((Tele2 says dick to you and not an external address, only for legal entities! Nothing can be done in my situation? Thank you.

It is possible to raise a vpn server on some server with a white ip, and a client on the object. And go to the cameras through vpn. Or use some external service to which cameras (or a DVR) will connect and stream video.

Well, there are three options:
- synchronization of the registrar to the cloud.
Pros:
Easy setup
We put a bolt on tele2, it works and it’s okay
Don’t buy anything else
Cons:
Data will be stored who knows where and get who knows who
- buy a router, set up a VPN, go through IP VPS
Pros:
Data does not go anywhere
On tele2 again we put the bolt
Cons:
Complicated setup
Buy a router, go, install
- become a legal entity
Pros:
Simple setup
Do not buy anything
Data does not go anywhere
Cons:
All the delights of registration and maintenance of a legal entity :)

In theory, you can try to raise the VPN (PPTP should break through) and try to reach through it.
But, as you understand, this is somewhat hemorrhoids and immobile, plus you also need a router at the point.

Describe how your video surveillance is organized, is there a registrar?
If there is a more or less modern region, then in most cases they have their own built-in cloud, which will work for viewing from an external network, regardless of which Internet, with a white or gray address ..

We raise an external vpn (at least at home) with an external SP. On the object - router + modem, then from the object to the "external".
Everything.
I do not advise clouds, they are not safe from the word at all (my IMHO)
