How to raise nginx/php/postgreSql server on Win7?

Nginx

created C:\SERVER
downloaded nginx-1.12.1 and unpacked here C:\SERVER\nginx-1.12.1
........................
downloaded php -7.1.8-nts-Win32-VC14-x64 ---- non thread safe (under nginx this is exactly what I need, as far as I understand)
unpacked here C:\SERVER\php
............ ...
downloaded PostgreSQL-9.6.4-1-win64-bigsql (the database itself + the admin panel for it and some other goodies)
installed C:\SERVER\pg here
, please tell me how to put it all together now?

Php via Apache httpd works. You are not building a full stack. For local development, you are unlikely to need nginx (although it all depends on the task).
