Goals:
1) AD, DNS, VPN, Mail, File
2) Physical server - which model to choose, and why

For 10 users, I had a separate system unit with Core2Quad and 16 GB of RAM. Install WinServer and Terminal. 70 thousand is not enough even for bare iron. More precisely, it can, of course, be enough (for some kind of city ... like Supermicro), but you need to look at what is already there, maybe something will be able to be used. From the software in such conditions, apparently everything will have to be done on free Linux, and sell the server Windu and buy a second server. In general, it's easier to quit right away ;-)
I don’t see an option to go the way of using Windows, except that it will turn out to be a bunch of unlicensed software. And this is such a threat to business that it's better to quit right away ;-) Recently, in a related office supported by me, there was a visit to check the Licensing of the software, in short, the office almost went bankrupt. In short, in "my" office they decided to order me a software audit and partial licensing / replacement of software for free. Things like that...
