How to raise API Level on Android 6.0 tablet?

Hello!

Faced the problem of installing a new version of WeChat on a Chinese tablet (android 6.0). It turned out that WeChat versions starting from 7.0.7 require Android 5.0 (API Level > 21). I checked my "Chinese system" - it turned out to be Android 6.0 & Level API 19 (!).
How can this be and how to fix it?

I see that everywhere android 6.0 comes with API level 23... I found that this value is displayed in the build.prop file - the parameter ro.build.version.sdk=19.... and that changing it is extremely dangerous for further normal android system work.
As far as I understand, this problem will be when updating / installing other applications as well.
Please tell me the easiest way to get out of this situation.

It looks like the cunning Chinese just corrected the display name. Since it makes no sense to lower the API level from 23 to 19. But rename 4.4 to 6.0
There is a well-marked sign 5.1
This is a class for rendering pdf files.
I have an application that just requires a minimum of 5.1
If the ravbt crashes while viewing pdf files. then on the tablet exactly renamed 4-4
