Hello, tell me please. There is my IP, only 21 ports are open on it, is it possible to raise Apache on an external IP with port 80 using a proxy and port forwarding?

You can, in the Apache config, set port 21. (Nothing else should work on this port)
On another machine, set a proxy that will forward from its port 80 to port 21 of your machine. We turn to the IP of the second machine and see the contents from the first. You can launch nginx on the second machine and configure the second machine as a backend.
