How to raise a server on a home computer?

You need to set up a server on your home PC, which will run a simple API (in PHP) for the application and a couple of light SQL tables. It should work 1-2 days. The server must be accessible not only from the local network.
How to do it?
Is it possible to do this under Windows?
Are there ready made solutions? (Launched one program, threw the files into a folder and everything works)

Put any web server convenient for you on the desired machine and that's it.
Under windows there are a bunch of servers and nginx and apache, and many others.
You may also need to configure the network - it all depends on its configuration. For example, setting up firewall rules on the router and on the computer, forwarding the necessary ports on the router, etc.
