How to quickly review / parse / edit the content of a web page?

Let's say that a defiantly incorrect article was published on some site, I contacted the editor, he invited me to send corrections and comments.

Are there any tools that allow you to conveniently "scribble" the text of an article and add comments right in the browser? Preferably with export, in some popular format, so that the recipient does not have to put something or register somewhere to view my criticism?
