Greetings!
How technically is the creation of a site on opencart or another CMS according to the finished design?

Everything happens just the opposite.
The engine is installed, after which a design is made for it.

As a rule, at the input - an unfolded design, at the output - a working site on some engine.
To roughly represent the process, see, for example, tutorials from Bitrix (as an example) - they can be found on the official website in the "training" section.

You have two ways:
1. Finish the design so that it is easy to "pull" it onto Opencart - to do this, take the standard Opencart assembly with the default theme, use it, give it to the designer, draw up a list of what needs to be completed, finish drawing, layout and integration (copy the default theme, change the layout to your own).
2. (more correct) Make up the design and then finish the Opencart so that it solves the problems exactly in the way that the designer did. This option is more difficult, it will require knowledge of Opencart.
Instead of Opencart, you can substitute any name of the CMS. The main thing to remember is that your design should solve a business problem, and the program should adapt to it. If you change the design for the program, then all your design is just beautiful pictures, and not “analysis of client behavior, convenience, and that’s all.”
