How to put SVG on top of an image?

Hello. I want to implement something like a 3D model of a building. How can this be done with SVG (Path) ?

, if you hover over the floors with the mouse, they are highlighted.

Here is a link to the markup . The strange thing is that they first posted the photo (the one above), and then they posted the svg paths . My question is how they placed them with such precision, because if you hover over each floor, everything is perfectly highlighted and displayed without going beyond the frame. AS!?

How did they place them with such precision?

opened an editor like inkscape, threw a picture on the back, marked it out. saved the svg
