How to put background on mask in svg and fix?

There is a mask behind which lies the video



The problem is that the dotted line should be evenly around the ball, but for some reason it does this every other time.



And I wanted to apply a blackout effect to the video, but when I put it on, the gap between the video and the dotted line also darkens.
