How to purchase Windows Server licenses correctly?

There are 2 servers with Windows 2012 R2 standard, the license of which includes a local license and 2 licenses for virtual machines, which will be Windows Server 2012 R2 with AD and Windows Server 2003 R2 as a terminal server (2003 is needed).
Questions.
1. Is Windows Server 2003 R2 still subject to such licensing?

1) when using two virtual licenses, you can use a physical instance only to manage these virtual ones. Those. two licenses, not three.
2) Regarding the 2003 server, it is better to contact the supplier, as far as I remember, downgrade only until 2008. It is likely that it is no longer possible to buy 2003 in the usual way.
3) two types of cola are needed, terminal and windows, windows by number of computers, terminal by number of rdp sessions.
