Data is extracted using the osmosis program. Here's how they tell me here it happens on a regular OSM server
Further data diff can be applied to other data.
The key point is that the database where all versions of objects are stored takes up an order of magnitude more space than the usually distributed dump of the latest versions of objects. Therefore, it is worth making sure that your database contains the history of objects, and not just their last state.
