How to publish to tomcat from under eclipse?

Friends, help. I was tormented. For a whole week (!) I have been reading and watching tutorials, but I have not been able to do anything.
Deployed eclipse luna. Deployed tomcat 8. Added tomcat to the server, launched it.
But I can't publish any project by Alt+Shift+P or the corresponding mouse click.

What is interesting and incomprehensible is that if you delete the server and create it again, and when creating it in the "New Server. Add and Remove. Modify the resources that are configured on the server" dialog, move resources (projects) through "Move resources to the right to configure them on the server", then everything works fine.

What am I doing wrong?

Are you sure it won't start? this is of course stupid, but have you tried to go to localhost/appName?
If not, try right clicking on the servlet class and selecting run as / run on server
