Okay, very good that you want to keep the community informed about new developments in Oracle products. I think you certainly have noble motives.
But Q&A is absolutely not the right place for this, unlike the main page with topics. After all, there, people have set up their tapes so that they read only what they need. And this is important. And here, if you post something that is not related to questions, it only takes time for people who are not interested in it.
Bad or not, but before writing a topic, you need to work, give something to the community in return, give an advance, write answers in Q&A and leave comments. This is of course not the fastest way. But Habr is the media, in order to be able to be heard by an audience of many thousands, you need to somehow earn it.

It sounds expected, but you need to gain karma and publish as usual. The last question was downvoted, apparently for a request to dump karmas.
