How to publish files from a home Windows server?

Greetings.
There is a home 'server' running 24x7 under Windows 10. Family members need to be able to access files from there from the Internet (priority) and from mobile devices (second priority) in some secure way. Read-only to begin with, editing is not a priority. We are talking about documents in the main (Word mainly, PDF).
Will come in-basically in the browser.
The server is available on the Internet ("white" IP address).
Ideas?
UPD: Temporarily solved the issue by installing an SFTP server and an SFTP client on smartphones. With web access, the issue will still need to be resolved.

Some kind of tunnel and access to a local folder inside the tunnel.
For example openvpn, ssh, pppoe.
Or a cloud - there are all sorts of Google drives and other dropboxes on almost all platforms. If you don't need write access, just browse folders between accounts so that it's read-only and that's it.

easier to raise a webserver. xhammp or denver there are many more different web servers for Windows.
