How to publish an application on the AppStore and Google Play without a developer account?

There is an application made on PhoneGap, how can I bring it to the application stores (the application will be free)?
Ideally, you need to register a developer account (99USD for Apple, 25USD for Google), is there any way to get around this? Use someone else's account, or are there such services?

On Google Play, an account is bought once and for all. $25 is paid only once.

To publish an application, you need to have a developer account. There's no way around it. There are no services.

Contact the publisher, but if the application above is not intended to generate income, then just pay 100 bucks for an account, it will be more profitable

Not how can you release an application not through the appstore but through the web interface !!!
