How to properly stop an additional HDD on a laptop?

Hello! I put an additional hard drive on the laptop, instead of DVD-Roma (with the help of optibay).
Interested in such a question, how is it better, if desired (when running on battery for example), to disable the hard software programmatically so as not to drain the battery? Maybe there is some kind of software, or standard means of Windows 7?

The starting currents of the railway are significantly higher than the operating ones. If extremely rare circulation is planned, then the railway should be euthanized.
