The ideal campaign structure is yes, divided by site categories and by major regions.
It's important to name your campaigns well, and use appropriate group names and tags to make it easier for you to manage.
But often the question of budget arises. If you have a monthly budget of 30,000 for 30 campaigns, then one accounts for only 1,000 rubles, which gives only 35 rubles per day or 245 per week. It's technically impossible for you to set such a budget. Therefore, in such cases, campaigns have to be grouped more roughly so that the campaign budget is enough for at least 15-20 clicks per day, and preferably more.
That is, in your case, it would be possible to combine the stairs into one campaign, select only Moscow from the regions.
