Create a new campaign or split an existing one?

Good day.
There is a campaign of 2 ads and 50 keywords.
I have collected about 500-800 keys from the metric and I want to make 1 ad for each key.
There are 2 ways:
1. Add new ads to an existing campaign.
2. make a new campaign.
Questions:
1. Which way is better to go and why?
2. In which situation is the first way better, and in which second?

a campaign is your internal way of organizing money, nothing more, the
cost of a click depends on the ad, and not on the campaign, so campaigns are usually used to systematize budgets: so that spending on an ad group does not exceed so much, or they target a campaign to a group of sites / landings and then consider - "that target cost so much", etc.
