First, decide from which to which redirection.
It would be logical not to touch the old one, but redirect it from the new one to the old one.
Redirect everything except robots.txt to a new 301 redirect.
On the old one, give robots.txt, in which host: points to the new one.
In Yandex.Webmaster, you can additionally specify that the site be moved to a new domain.
