How to properly set folder permissions in ubuntu?

I don't have much experience with Linux. The situation is this: there is a server on which in the / var / www / folder there are folders for users in which their sites will be located. Accordingly, they are the owners of their folders.

I also have a jenkins user who should have view and write permissions on any user's folders. How can I set it up?

Jenkins to the general group. I assume that the web server will also need access - so you can add it to www-dataor analogues, and then distribute it to chown username:www-data.
