How to properly set Cyrillic URL on a website with Woocommerce plugin?

There is a site.rf type domain . CNC is also configured in Cyrillic site.rf/page-1 and site.rf/catalog/category/subcategory/ .
CNC setup was done like this
Settings -> permalinks ->
1) General settings -> Post name -> site.rf/sample-post/
2) Advanced -> Product category database -> catalog
3) Product permalinks -> Custom database - > /catalog/%product_cat%/
Store page is specified, URL/Slug is selected for it: "catalog"
But there is a problem with displaying the category.
Those. now the category has the following URL site.rf/catalog/category/
When you try to go to such a URL, it does not work, it gives a 404 error.
If you make such categories site.rf/catalog/category/subcategory/product-1/ . That opens all pages (both category, and subcategory, product-1).
If the URL/Slug is specified on the store page: "katalog", and also in the "permalinks" menu, replace
2) Product category database -> katalog
3) Product permalinks -> Custom database -> /katalog/%product_cat%/
Works and website.rf/katalog/category/subcategory/product-1/ , and so website.rf/katalog/category/subcategory/product-1/
Apparently, even in 2019, WP still cannot work properly with Cyrillic.
Tell me where to look for the problem / maybe there is a ready-made solution.
Maybe someone knows in which part of the engine/code URL/Slug from the "catalog" type is translated -> %d0%ba%d0%b0%d1%82%d0%b0%d0%bb%d0%be%d0%b3
