How to properly scale elements in a design?

Let's say I'm designing a landing page. But what is the best size to make the first screen in height, 1080? What fonts to use in px? What size icons to put (by eye?)?
There is a problem with scales, I do the design itself on a layout of 1360px, but I put the elements in 1020px. I take a larger scale to see how the background will stretch on large screens.

1. Google the most popular screen resolutions. The height of your first screen should not exceed the dimensions of the first three.
2. You decide, you are a designer.
3. Again, it's up to you, but in essence the icons should roughly match the font sizes.
4. Again, it is up to you to decide how the layout will be stretched in width and whether it will be at all. In your case, the main thing is probably not even how it will be stretched, but how to shrink to at least 1024.
