How to properly publish an app on Google Play?

Hello people! Created a rather wooden (primitive) webview application. In fact, this is a bookmark on my site ads on the desktop))) but not the point. The point is Google. I'm afraid of being blocked. The first question concerns the privacy policy. Is it required if the application does not collect any user data? Can there be problems due to its absence? The second question is about monetization. For me, monetization will work on the side of the site (paid ads, advertising, etc.) through qiwi, regular bank cards, etc. Can Google sway their rights for this, or if transactions do not go through Google, then they will be silent? How to correctly fill in the age restrictions for the ads application?! This is where I got into a rut. What other nuances await me? Thank you all for your attention and your time
PS The salt itself is an application, or rather the board itself, of an exclusively regional scale. How to restrict access to it in the play store? Well, so that, apart from those who are in the region or in the country, they could not download it? And I also learned that you can make some associations with other (similar) applications. How? 1) sure, this is the USA: everything is asked and approved CLEARLY
2) purchases through Google are optional, but it is advisable to follow the rule: if you need to buy from the application, you cannot open an external site (billing or whatever), or buy via the Web and spend the in-app currency, or buy through Play. However, Apple is stricter than Google here.
3) for the rest, or reference - it is chewed there, sometimes in Russian, or a marketer
