How to properly organize the title and meta description tags?

Hello! Now on the site, I write the name of the organization in the tag <title>and then insert the text that is contained in the title <h1>(example: "Organization name | Header text <H1>"), is it right to do this or is it better to find another solution.
With the tag <meta description>, I just take the text from the page and paste it there.
I understand that you need to register everything individually, but there are a lot of pages on the site and it’s difficult to write everything manually for everyone. I need your advice on how to do better or just leave these tags empty so as not to spoil everything.

And you still have to fill in h1 - the title of the page? and how do you fill keywords?
What is the purpose of the site? Articles or is it a directory?
You have to think about articles - and yet it is desirable to write unique and correct meta tags. You still have to put them on the site... so...
And if it's a directory, then you can make certain templates for meta tags and use them.
For example,

Keywords: [product name] buy, [product name] in [city name], [product name] price, [product name] price in [city name] , [product name] cheap.
Description: [product name] - production and sale in [city name] of high quality at a low price
