How to properly organize the management of html email templates?

The bottom line is: there are N number of html letters stored in views (we use the yii framework), and editing each one for the sake of a small change in content is very inconvenient, you have to climb into the project, search for the view, edit, pull request, etc..
Problem : in these letters there is quite a lot of simple logic (declensions, conditions, etc.), so simple placeholders will not help matters.
Interested in whether there is a tool or idea to organize management through the admin panel?
