How to properly organize sound notifications in a Chrome extension?

Please tell me how to properly organize sound notifications in the Chrome extension so that notifications work even when chrome is minimized.
I have a special bot that periodically checks message boards for orders that are interesting to me and, if there are any, it emits a sound signal, the signal itself is played from the content script and, unfortunately, does not always work.
I'm probably doing something wrong. Perhaps it makes sense to play the signal from a background tab or popup window? Or even create a protocol in the system and then knock on it through the URL?
In general, tell me how it is usually customary to organize sound notifications in chrome “according to science”.
