How to properly mount network equipment in Siberia?

Good day.
It is planned to lay a network in a cottage village.
It is planned to throw a ring with optics, and from managed switches (such as DGS-3200-) already distribute copper among subscribers. Switches are supposed to be placed in boxes with rubber (or plastic) seals. Place weak heating elements in the boxes, which should dry the air and prevent condensation from forming. Village in Siberia. In summer +40 (if you're lucky, then even more than one day), in winter -40 (if you're lucky, then even less than one month).
I am not sure that the equipment will withstand such a regime. What actually needs to be done to place network equipment in outdoor conditions?
