How to properly license Windows Server 2019 (Hyper-V)?

Good afternoon. There are no normal instructions on the Internet on how to enter licenses for Windows Server.

There are two boxes with licenses for Windows Server 2019 Standard 16 core.
There is a server with two processors on 16 physical. cores each.
Windows Server 2019 Standard is installed on the server, Hyper-V is installed with two virtual machines.

Questions:
1. Where to enter the keys? Do I need to enter them on virtual machines or virtual machines themselves will pull up licenses with Hyper-V? I saw information on the Internet that the same key must be entered on virtual machines
2. After entering the first key, where to enter the second key?
