How to properly license CAL RDS User 2012?

Good afternoon!
We decided to make a terminal server based on Windows Server 2012 R2 Standard. The company bought 20 CAL User 2012.
We found out what you need to buy to connect to Windows Server 2012 via RDP another CAL RDS User. But since we found out everything at the last moment, we cannot immediately buy them.
The Microsoft website says:

A Remote Desktop Services User CAL entitles a user to access the RD Session Host server from an unlimited number of client computers or devices. Remote Desktop Services Per User CALs are not enforced by Remote Desktop Licensing. As a result, the client connects regardless of the number of Remote Desktop Services Per User CALs installed on the license server. This does not relieve administrators of the terms of the Microsoft Software License Agreement, which require a valid Remote Desktop Services User CAL for each user.

Taken for Windows Server 2008, but as I understand it, there is no difference. Will 4 people be able to connect at the same time now if we don't activate CAL RDS 2012 User? Because as I know CAL User 2012 is a purely legal confirmation.
In our company, 4 people will sit at the same time, but the one who can sit is 15-20 people. It turns out you need to buy 4 CAL RDS User or 15-20?

yes, in any case, you have a grace period of 180 days (or 120, I don’t remember exactly)

example: you there are 20 people in the company, 4 of them work on the terminal server.

4 user cal + 4 RDS cal
