How to properly install drupal Omega theme?

I tried to install the Omega theme several times, I could not get all the menu blocks to be shown in the theme setting (Grid settings, Zone and regions, etc.)
it turns out only like this, what's the cant?

I have never used this theme, but maybe it has a dependency on the panels module

Most likely the matter is in different versions of the omega_tools module and the omega theme itself.
