How to properly import and create declarative .d.ts files in typescript with ES6 module syntax?

I lost all hope of finding an answer because for the third day I can’t figure out how to import declarative files when using es6 syntax and loading into system.js.
There is just an idea that this cannot be done, but I cannot find confirmation of this and continue to look at the monitor in bewilderment.
If you don’t understand what I mean, then you need it, otherwise it seems to me that it’s more than clear what I’m talking about.
