How to properly format an Excel csv file for uploading to the public services portal?

You need to fill in an excel csv file with employee data. When filling out the file, leading zeros are not saved, saved in text format and all formats - drove in the required number of 0, but when closing and reopening the file, there are no zeros.

Select the cells and set their format to text. Then fill in the data. Save the file. After opening, the data should remain in text format.
To save as csv, select "Save As" from the File menu and select the csv format.

I didn’t bother, instead of leading zeros I wrote a character that is not in the report (for example, #/#/$/%), then opened it in notepad and globally replaced this character with 0.
