How to properly filter mac-addresses on Microtik?

There is MIKROTIK RB951UI-2HND.
You need to make two subnets with different address pools and masks.
As I understand it, you need to make two pools of addresses, as an example:

192.168.1.0/28 1 подсеть. 
192.168.2.0/28 2 подсеть.

Also create two dhcp servers for two subnets.

All ports are in bridge1. All equipment will be connected by cable.
Now 1 device is connected to Mikrotik, and I added it to leases as make static. Set that it will belong to dhcp 1st subnet.
Question: how to make it so that all previously unknown equipment (mac-addresses), being connected to Microtik, would be given IP of the 2nd subnet? Internet access from these two subnets is also required.

With this setting, you have 2 dhcp servers in the bridge, so you can’t, you need to remove 1 of the ports from the bridge.
After that, all previously unknown addresses from the desired pool will be issued.
To access the Internet, the most common masquerading of the outgoing interface is enough
