ajax.aspnetcdn.com is not available. What can be wrong?

The point is this. Several providers fail to open ajax.aspnetcdn.com/ajax/jQuery/jquery-1.7.2.min.js and microsoft.com does not work properly because of this.
Attempts to figure it out showed the following:
[/// ~] $ host -ta aspnetcdn .com ns4.msft.net
Using domain server:
Name: ns4.msft.net
Address: 208.76.45.53#53
Aliases:
aspnetcdn.com has no A record
[/// ~] $
Accordingly, the name server does not issue an A record. And judging by the issuance of Google, I'm not the only one with this problem. So, to the point of the question: is it some kind of technical jamb, or is it motivated by political reasons? What could be the reason for such strange behavior of ns?

It opens for me, I have Google DNS (8.8.8.8 4.4.4.4)
Most likely, Microsoft deleted the DNS entry, and then added another one, and your DNS server is slow, and does not see that there is already a new IP.
