In practice: each term can range from 0 to "a lot".
With time, about the same. We break the whole project into separate parts (content, coding, organization and advertising) and then we look at how much time we can spend on each part. Then we multiply the resulting time by the “error rate” (I personally have it equal to 1.5).

Twofold situation. As a programmer, you can start by calculating how much time you spend. But the manager, if he has experience in programming or experience in other projects, may realize that he put too many hours on the implementation of simple things. Therefore, if you do not know something, the time spent on self-learning should not be entered into the implementation. What you have learned, you will take with you, it is your asset.

At the output, there will be from 2 to 10 candidates and by calculating the average of their proposals, get the cost of the project, taking the maximum from the proposed time, get the time.

It is reasonable to evaluate the project yourself only when you fully understand the process, who will implement it and for how long.
