I subscribe to the question, for example, it is already built into laravel.
You can store the backend and frontend in separate folders and communicate via API, then you can simply connect the front via CLI, also as an option ..

Connect the Vue.js plugin for PHPStorm and you will be happy :)
This is done through Settings -> Plugins -> Browse Repositories. And then everything is intuitive.
