How to properly connect to PostrageSQL?

I'm trying to connect to a database located on a remote machine running ubuntu server.
Error when trying to connect

SocketException: No connection could be made because the target machine actively refused it.

When I try to connect through the Package Manager Console, the following crashes:

Exception while connecting

tcpdump on the server side, listening on port 5432, catches a bunch of packets during a connection attempt, but it still fails to establish a connection. I tried forwarding the port and turning off the firewall, but it did not help.
