How to properly configure hard drive availability in Hyper-V?

In the availability properties of the disk subsystem, there is a setting to set the minimum and maximum IOPS levels for each of the disks.
How exactly to calculate these levels?
The server runs on regular SATA drives, 7200 rpm.

It is not clear yet what problem you are solving?
On average, a 7200 Sata drive delivers 85 IOPS.
If you want to limit each of the two VMs to half of the HDD resources, try putting 40-45 in the maximum column.
