How to properly check the integrity of Windows?

Please tell me, in what order is it correct to run commands to check the integrity of Windows 10 system files?

Microsoft itself advises starting with:
DISM.exe /Online /Cleanup-image /Restorehealth

and after proceeding with the check itself:
sfc /scannow

So it turns out that in this situation I do not have access to unlimited Internet and there is no way to spend a lot of traffic. As I understand it, using the first command, the original system files are downloaded from Microsoft servers, and only after the update, having them available, is it recommended to run sfc / scannow

But if sfc checks first, given my traffic problem, is it correct to run it first, and then, if it found errors and could not fix them, proceed to update via DISM and re-run sfc?

Or is the process of sfc and verification in general much more complicated than it seems to me?

Do not understand correctly.
Internet access is not required.
And certainly no original files from Microsoft's servers are downloaded during verification.
If damage is already found, and they cannot be restored using local storage, then there will be a download from the update center if there is Internet access. And there is a lot of traffic there.
And you need to start with sfc /scannow, which is exactly what Microsoft advises. But not vice versa.
