How to promote the main page and the main sections of the site, based on the semantic core?

With ordinary pages, it's more or less clear - there are articles with keys. But the pages of the main sections are essentially pages without texts, there will only be teasers of articles in this section. Similarly with the main one - there will be teasers from all sections of the site.
But we probably need to somehow promote these pages, which means that these pages should also have keywords summarizing the topics of the sections, and for the main one - generalizing the topics of the entire site. How many of these keywords should there be? Where to shove them, there are usually no texts on these pages (I understand that you can shove them into a title, description, alt, etc., but then 10 keys will be enough.
Am I right?

Not quite right. Look at the top results for queries that you want to promote using the section, find sites that promote the section and find out what information is on its page.
It is not necessary to write any text at all. Often there are enough optimized meta tags, titles and announcements of articles on the topic. It may be necessary to place some widgets or other functionality there, but it is not necessary at all.
Look at the same type of competitor sites in the top of the search results and do the same and better.
